Under the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended (STCW), masters and senior officers serving at management level are required to have an appropriate knowledge of the Laws and Administrative Procedures (LAP) relative to the flag of the ship in which they serve.
